Korea¡¯s Policy on Single-parent Households: An International Comparison

Abstract
The purpose of this study is to cluster family policy from a comparative perspective using OECD family database, and to analyse the policy on single-parent families in Korea. In terms of the explicit family policy, four clusters are separated; Scandinavian, Continental Europe, English- Liberal, English- Conservative. It is shown that Korea¡¯s family ideology accepts a variety of family structures, but its policy is more conservative than the ideology. Although single-parent support programs began appearing since the 1960s, both income maintenance levels employment rates for the single- parent are still low in Korea. Based on the analysis of family policy clusters and single-parent support policies in Korea, I suggest some policy measures as follows. First of all, it is necessary to extend income maintenance programs to include low-income single parents. Secondly, to balance with family and work, it is time to make a care related holidays and school related holidays. Finally, the government should give single-parents priority in early childhood education and child care facilities.
